The 3rd Cybersecurity Awareness Month 2026 Conference

Commercial Bank of Ethiopia, Addis Ababa
October 29, 2026 - October 30, 2026
8:00 AM - 5:00 PM (East Africa Time)

Building Human Cyber Resilience for 48 Million Digital Lives

Hosted by the Commercial Bank of Ethiopia in partnership with CIO Africa by dx5, the forum convenes CIOs, CISOs, CEOs, regulators and senior executives from Ethiopia's banks, microfinance institutions and fintechs, alongside regional and global cybersecurity leaders. Ethiopia's financial sector is in the middle of one of the continent's most consequential digital expansions; a national digital identity rollout, rapid growth in digital payments, and a banking sector opening to new competition. The security decisions taken now will hold for a decade.

Don’t Make It Easy for Them!

AI-Powered Defense. Zero Trust Mindset.

Objectives of CBE’s 3rd Cybersecurity Awareness Program

  • Enhance cybersecurity awareness and foster safe digital behavior among employees, customers, and relevant stakeholders
  • Enhance coordination and information sharing among CBE, regulators, industry partners, and other relevant stakeholders to strengthen collective cyber defense capabilities
  • Promote cybersecurity governance and compliance through dialogue on relevant national and international standards, directives, frameworks, and best practices
  • Examine current and emerging cyber threats, including AI-enabled risks, and identify practical actions to strengthen CBE’s cybersecurity and cyber resilience

Leading Resilience in the Age of AI-Driven Threats

Day 1 is the strategic day, designed for board members, C-suite executives, regulators and senior compliance leadership. The central question is not whether AI creates risk, but whether Ethiopia's financial institutions are leading their response to it with the governance, culture and human resilience that technology alone cannot provide.

The day opens with the national context, CBE's mandate to protect 48 million digital customers, and moves through executive accountability, regulatory direction and Zero Trust as an organisational mindset, closing with the controls institutions must have in place before they scale any AI capability. Delegates leave Day 1 with a governance and resilience framework they can act on.

Practicing Readiness, Real-World Skills for an AI-Powered Threat Landscape

Day 2 is the technical and skills day, designed for CISOs, SOC leads, security engineers, fraud and risk teams, and practitioners who defend the institution daily. The day moves from threat demonstration to active defence to hands-on competition. The framing shifts from spectacle to readiness: every session connects back to what participants can do differently when they return to work.

Working on Both Sides of the Machine
One person at this conference sits on both sides of the AI question. CBE is building with AI — in service, credit and daily operations — while defending against the same technology in the hands of attackers. Same tools, pointed in opposite directions, one office answerable for both. This keynote explains how the bank holds those two jobs at once, and why the two days that follow are split the way they are.

The National Vision: Why Convene Around Cybersecurity Awareness?
Ethiopia’s financial system is being rebuilt in public: new payment systems, a national digital ID, and a banking sector opening to competition. The central bank sets out why cybersecurity has become a condition of that growth rather than a cost against it, what the regulator expects of the institutions it supervises, and why the sector is being asked to defend itself together rather than one bank at a time.

Trust Is the Only Product We Sell
A bank’s real product is trust. Customers hand over their money because they believe it is safe, and everything else the bank sells rests on that belief. This opening keynote sets out what that means for an institution carrying 48 million digital customers, and why protecting them is a board and chief executive responsibility rather than a job handed down to the technology department

Their Business Case Is Better Than Yours: The New Economics Of Attacking A Bank
AI has made attacking a bank cheaper while making defending one more expensive. A convincing voice clone costs a few dollars and needs seconds of recording. Research that once took a fraudster a week now takes minutes. The defending side still needs a budget approval, a procurement cycle and a board paper. This keynote looks at that imbalance using regional data, and at what it means for institutions across Africa.

Solutions and Best Practices for Financial Security
How banks in other markets have built their security around AI, what has held up at scale, and which of those practices transfer to institutions working with tighter budgets and smaller teams. Draws on deployments across several countries to show where the technology earns its keep, and where process and people still carry the weight.

Regulator Expectations: What NBE and Peer Regulators Require of AI Governance
Banks are rolling out AI faster than the rules have caught up. This panel brings national and regional regulators together to say what they now expect: what has to be written down, what has to stand up to an audit, and what is coming next. Ethiopia’s new law on critical infrastructure adds fresh duties, and the clock on them is already running. Delegates leave knowing what their institution will be asked for, and who will ask.

The Human Firewall: Why Technology Alone Cannot Protect 48 Million Customers
Every control a bank buys can be undone by one person doing a reasonable thing at the wrong moment. As attacks get more convincing, the gap between a trained workforce and an untrained one widens. This keynote looks at the human side of defence: how people actually behave under pressure, why awareness training so often fails to stick, and what skills and certification can realistically fix.

The Cost of Getting It Wrong: Board Risk Appetite and AI Investment
Every bank has an AI programme. Fewer can show what it brought back. Boards approved the money on a promise and now want proof, while the same banks carry new risk from the technology they bought. This panel puts the money question to the people who answer for it: what was spent, what came back, who carries the risk when it goes wrong, and how a board decides whether to pay for the next round.
